Question on Requisition Approval Process

Hi,
For job requisition approval, we have configured rule for hiring manager as follows :
when Hiring Manager initiates it routes to Recruiter and then hiring manager's Manager for approval.
what we have noticed that once the approval completes , hiring manager can access job formatting and on the requisition page under Actions - Move to Posting .
Is it as per design that once the approval completes hiring manager can access job formatting and edit the req?
How to restrict recruiter only to have the access to move to posting ?
Any inputs/guidance would be really helpful.
