Following moving an external candidate to HR, the circumstance of the Hiring Manager changed...how to resolve the Error During Processing?

Curious if any other users have observed/experienced the issue outlined below? Were you able to resolve without the intervention of an SR? If so how? Or maybe you have successfully processed a job offer for a candidate despite a change in the hiring manager's circumstance? I would love to hear all about it if so, as well as any offered insight !
