Payroll Flows - Manual Task being Skipped

Curious as to why my flow doesn't stop at a manual task and skips it

I am trying to configure our first payroll flow and keep running into an issue where my manual tasks are being skipped.

I have it configured so that two reports are being run concurrently and then a manual task to stop the process so that the reports can be reviewed before the next task kicks off. But, the flow is just skipping the manual task and automatically continuing on to the next task.

Any thoughts on why this may be happening?
