We would like to prevent users from changing data in various data sources but leave others open for input

We are implementing FCCS and envisage a three phased during a reporting cycle.  Can anyone please advise if this is possible?

1) Markets load data from ledgers to "FCCS_managed data".  Ledgers are closed and the "FCCS_managed data" data source is closed or locked to prevent anyone pushing revised data through

2) Markets can then load journals or additional analysis data using the journals or "FCCS_other data" data source as appropriate.  The Group reporting cycle then ends and these data sources are also now closed or locked.  The Group results are final and cannot be changed.

Howdy, Stranger!
