WIP Balance on cancelled Work Order in Fusion

we have a number of cancelled work orders with WIP balances remaining

Hi, 

We have  number of cancelled work orders in Fusion that have WIP remaining. Is this supposed to happen? Surely cancelling the WO would reverse all material transactions?

of the one that i saw, it did have returns on it before it was cancelled.
