Hello folks, I'm a free tier user (without SR support) and I am not able to do nothing in my OCI.

When I am trying create a new VM, I have facing with a "no shapes message" as you can see at the attached image.

I'm an Oracle DBA, Exalogic admin and Goldengate specialist and I just want to have access to study OCI, nothing more.

I'm also unable to create a new account (discarding the current) because there is a validation of phone number/credit card.
