Can payroll interface license be used for a country without using predefined payroll integration?

Issue: In my project- custom integrations are designed to send only HR data to ADP Payroll vendors in various countries ( ex- Australia, Netherland, US). In some countries like US, ADP payroll vendor requires certain TAX data and W4 data to be sent from HCM cloud. In Manage features by country task- selected extension is "HR only". Hence, employee calculation cards are not created to store these tax and W4 data.

1. What is the best way to capture these tax data and W4 data and send it to ADP vendor via custom integration? ( Creating flexfields and maintaining these legislative information with local legislation updates is an overhead).
