Candidate Selection Workflow Report

I have a request from a business partner to provide a report on candidate's moved through the candidate selection workflow. Easy request at first, however they want the formatting of this information to be different than what Taleo provides. I'm going to do my best to explain:

Taleo by default provides "Historical Step," "Historical Status," and "Historical Event Date" as columns. Within those columns are rows of data populating the step and status the candidate was placed in and the date. The data only shows the step/statuses the candidate was PLACED in. So if a candidate skipped over a status, whether it was bypassed or they didn't make it all the way through the workflow, we wouldn't see a row with the unused step and statuses.
