PBL vs HDL - Element Entry

Hello Experts, 

Would like to know how the multiple entry count & cost center fields loaded via PBL vs HDL.

#1 - MultipleEntryCount - When we load element entry data, we don't supply a value for this particular field in PBL. Whereas in HDL it is mandatory to pass. Is my understanding correct? If so, how are you handling time entry data for associates when you load it with multiple threads? Is there any way we can enable system to determine the value instead of we specify it in HDL?
