Paystub issues - historical data fixes?

Hi there.
I believe paystubs are built on information created during the periodic archiver. We believe that we might have a compliance issue in California (of course, why would it be anywhere else?) on our paystubs. Our legal team is asking us to fix the past (add the missing element) to reduce our risk. But we are being told that the only way to do this is to rollback completed payrolls to the periodic archiver (which is impossible and a non answer since they were paid and transferred to the GL, etc).
