Is it possible to configure two distinct eligibility criteria for a payroll element?

Hello experts,

we should manage payroll elements for three legal employers of the same country.

I should segregate payroll element visibility by Legal Employer, but I have found an issue when two legal employers share the same payroll elements. I know that it is possible to segregate payroll elements by Legal Employer, but I can create just one criteria and I cannot create two valid criteria over the same time-period for the same element. Moreover, the Legal Employer field accepts one value only when defining the eligibility.

The question is: how can I allow to segregate payroll element visibility by two legal employers in this case?
