Action items are not auto closed even though data is present in Oracle

During OE , there were many action item gets generated but few of them were not closed during that time. Now employee is going in and checking that there are pending action item i.e missing DOB, missing SSN etc. They are entering the data for their dependent but still the action item is appearing.

I understand that Employee has to take action during OE time period but once the window is over pending action will appear even thought details are entered.What could be the  best way to avoid this situation?
