Segment Security - are conditional segment security rules possible?

We are looking for some additional guidance for implementing GL Segment Security rules.  Our implementation partner informed us that you can grant access to segments, but there is no way to grant access to segments with conditional logic.

 

For example, our GL hierarchy looks like this

 

Fund1

Depart 1

Depart 2

Location 1

 

Fund 2

Depart 1

Depart 2

Location 1

 

We need an employee to have access to Depart 1 in Fund 1 and department 2 in Fund 2.  We are told that you if you grant access to Fund 1 and Fund 2, the granting of departments will then apply to both Fund 1 and fund 2.  So the employee would access to both departments in both funds.  We are told there is no way to limit department access based on Fund.  Is this information accurate?
