GOP not considering the Transfer request

Summary

GOP recommends for buy rather than to transfer from nearby Org

Hello Everyone,

We have a scenario, first the fulfilment org needs to check for replenishment from other org, if no stock needs to place an order with supplier.

Org A is having 1 qty

Org B (fulfil Org) is having 0 qty and has sourcing rule - Transfer from Org A with rank 1 and Buy From supplier with rank 2.

In this case, the GOP is recommending to purchase from supplier rather than raising the Transfer request.

Can someone share your thoughts on the behaviour of GOP and how to fix this.
