New element not allowing to Create Input Value

Hello,

I created a new element with Absence as primary classification. Soon after the element creation, I tried to create Input values. But it is saying "You can't add an input value to this element because entries may exist or may have been processed. (PAY-1635527)". I did not created Eligibility also.

Is there some way to create input values by removing error.
