Need to disable fluid recruiting in 20B

Hi Everyone.

We know fluid recruiting permission is enabled by default in 20B. Is it possible to disable fluid recruiting for the time being? 

I have tried in my custom role but the options was disabled for disabling the fluid recruiting.
