Time card required field - Payroll details section in RUI 20B release

Hello ,

Since implementation we have always used the highlighted 2nd section (Payroll assignment level) to update the time card required field . old approach was we enter details in classic UI screen > Person management> Employee>Payroll relationship> navigate to second section(question mark)  and the update time card required as “YES” . 
In RUI - New hire transaction this field is available under Payroll details section 
When there is a new hire in RUI - and we have set the Timecard field to YES” under payroll details section this updates first section " assigned payroll level " under person management  screen , it does not save under the second section.  It instead is saved under Assignment level . highlighted in blue arrow in screenshots , due to this employees are getting elevated earnings . I have an SR where Oracle replied that the RUI hire an employee flow will update at the payroll assigned level and not Payroll assignment level
