Not able to generate change statement using Manager Hierarchy option.

Hi experts,
Manager is trying to generate change statement for all the employees under his hierarchy. The statement file is not getting generated.
I have marked the option : "Allow managers to combine multiple statements into one file"
Followed following steps:
Selected the manager hierarchy > Clicked on 'Generate Statement' > Clicked on Continue > Clicked on Refresh.
