Custom Segment Value Security & Cross Validation Maintenance Role

Has anyone been able to create a custom role that only allows a user to manage the segment value security rules and cross validation rule setups? 

Regarding Cross-Validation Rule setups, I would also like to be able to limit the which Chart of Accounts a user can access.
