When creating a Requisition line that is sourced internally (ssp feature enabled for internal material transferred and item attributes for Internally Transferrable/Transfer Orders Enabled = 'Yes') the transfer price is derived based on the item unit cost.  The scenario is source from Inventory and delivered to expense destination in the same inventory organization.  Per the documentation 'If, for the internal material transfer, the shipping and receiving inventory organizations belong to a single business unit, then Oracle Fusion Supply Chain Financial Orchestration uses the cost of the item in the source organization as the transfer price.'
