Configuring Okta in TEE

Has anyone successfully configured Okta MFA for their TEE zone?

My company recently implemented using Okta as the SSO tool to authenticate multiple platforms we have access to. We do not have SSO configured today in our TEE zone, and attempted to configure it using the self-service guide. We were unsuccessful in configuring Okta ourselves and opened a service request with Oracle Support. After some back and forth there with a great engineer, we were told that we would need to open a project with OCS (Oracle Consulting Services) and incur costs for configuration, which seems silly if it should be able to be configured via self-service.
