Difference between delete and withdraw

Hello all,

we have a question regarding the changing of the Learner's Status for a an offering:

When we are logged in as a Learning Specialist and go to My Employees > Learning > Learning Catalog > "Select an offering" > Select Learners' tab and click on "Change status", we have the Options to withdraw the Learner from the offering and to delete the assignment. 

The Question is: In which case do I use one and when the other? And what effect does it have to withraw respectively delete?

e.g.: The room, where an instructor-led Training should take place is blocked and the Training must be cancelled or postponed? How can I translate this process to our Learning Environment? And how can the Learners of the Course be notified?
