Unable to hire employee in UK LDG

Hi,
I am getting below mentioned error while hiring an employee , I did create Tax and NI element mapped to UK LDG with element eligibility . Any input would be really helpful.
The message is ORA-20001: The employment level entered isn't eligible for the element Tax and NI on 2020-01-01. Details: You can't grant the element to the payroll relationship, terms or assignment unless it meets the element eligibility criteria and has an element costing record. Ensure that a suitable element costing rule exists for the element, and that the eligibility criteria for a person matches those defined on the costing rule.
