Prepare Talent Review Meeting Content error

Hello - We are getting the 'You don't have permission to access this information' error every time the manager tries to 'View Notes' for an employee under the 'Prepare Review Content'. Any idea why that may be happening? - I am attaching the screenshot of the error.
