New PermST not syncing with NIBT FX Override Difference Account

We are finally getting around to enabling Weighted Average Rates in TRCS.  I am following the documentation to enable the feature and now assigning the Override Rate Account and Override Difference Account custom attributes on base member TRCS_NIBT.  To facilitate the Difference Account, I created a new Permanent Stat Diff as PermST0008.  After I did this I refreshed the DB.  According to the docs, the NIBT FX Override Difference Account is a hierarchy-driven custom attribute that automatically syncs members created under TRCS_PERMSTTOTAL.
