Taleo Configuration 20B - Issues with Chrome when Creating User Defined Files

When making changes to User Defined Files within Chrome unable to drag and drop Blocks

Issue: Unable to drag and drop Available Blocks into a newly created Section within the User Defined Files. 

Background: Due to Fluid upgrade within 20B, we need to adjust all the templates to be 3 columns max as we currently user 5 to 6 columns depending on the template.  I have created all the User Defined Forms and are creating the User Defined File so it can be a light switch change when we update PROD to 20B.2 the end of August.  We have been advised that Fluid works better within Chrome so I have been doing all configuration changes within Chrome as well.  I am not able to add the Blocks when in Chrome 20B.0.2 (Current Version
