Benefit Notes Visibility

I need to confirm who has visibility to the Notes added in the Notes section of the Benefit Service Center.
1. Within the UI, are these notes only visible within the Benefit Service Center?
2. Are these intended for benefit administrator back-end use only, where we should not expect this to be reflected to the employees via self-service?
