Will system allow to submit another Response once Negotiation Owner Rejects Response while Awarding the supplier and submit for approval

We have an issue with one of the negotiation wherein negotiation owner has provided surrogate response with some response price.However while awarding the supplier they recognized that and rejected the response. Once it has been rejected it has been submitted for award approval.So now will it be possible to submit any response. If yes how we can provide it as we dont see any option for create surrogate response.

How we have to proceed with this issue further.
