Managers are only seeing direct reports in the secondary compensation plan

Hi - we have two manager types defined in Core HR - Line Manager and Matrix Manager. For Comp, we have configured the Matrix Manager as the primary hierarchy and Line Manager as the secondary hierarchy - pls see attached. In the Line Manager hierarchy A reports to B and B reports to C. When I go to B's worksheet in the secondary plan, I can see the direct report A which is expected. Also, when I go into C's worksheet I can see the direct report B which is as expected. However, I would also expect to be able
