Create Job Requisition rule not following sequence of rule order - Recruiter and Hiring Manager view

HCM Experience design studio rule for Create Job Requisition is not adopting visibility of multiple rules when sequenced first

Business requires Recruiters and Hiring Managers to see two variations of the 'Create Job Requisition' page. 

We are able to achieve this by creating 2 rules in HCM Experience Design Studio. Order of sequence is:

1. Create Job Req - Recruiter View - Role = 'Recruiter'
2. Create Job Req - Hiring Manager View - Role = 'Hiring Manager'

When a User has both Recruiter and Hiring Manager roles assigned the Hiring Manager view takes precedence.
