Valid intersection not affect the admins !!

Hello,

I configured a valid intersection rule for ICP transactions that specific account must come with ICP, however when users load the data through data management so, if the source file have has ICP account without ICP name the export fails which is good, but if an admin do the same the export will be pass successfully,

is this should be the case , please advise
