Do we have any way to create/update approval delegation rules in HCM cloud from external API’s or through file based loaders?

As per oracle Doc ID 2523320.1, at this moment, from SOA perspective, there are no APIs to create vacation rules. There are two enhancement requests raised with FA/SOA development teams for this feature:

Enh 16062146 : API TO CREATE VACATION RULES FOR LOA
Enh 29201822 : NEED API FOR DELETING VACATION RULES

As these ER’s are not showing up in MySupport Portal, would like to check if anyone is able to create delegation/vacation rules in HCM cloud via API’s or data loaders.
