How to create requisition without BPA in self service procurement

Hello,

Our requirement is to create Requisition without entering supplier details, Category and price.

As per my understanding this is possible only with the help of BPA. Is there any other alternative way to fulfill this requirement?

Also we have tried featured category functionality. We tried to invoke a catalog under a featured category, But that's not appearing. Please suggest
