In our middleware system, we create a Worker.dat and Salay.dat for each payroll cycle.  We do this to automate step progressions.

Occasionally, a small percentage of the Worker.dat records fail with the following error:

You can't select this position because it doesn't have an open headcount.

The worker transactions don't involve any position changes, and I've also verified that the position setup of the employees' positions have not changed in some time.  Has anyone encountered this?  The users do not encounter the error when they do the same transaction in the UI.
