Is it safe to add privileges to a custom role and not run the LDAP process right away?

We want to add privileges to custom roles ahead of time. And not run the LDAP processes right away.

We're getting ready to go from Classic to Responsive.  We have 5 custom roles.  And a lot of privileges to add.  In order to save time, we want to add privileges to custom roles ahead of time.  And not run the LDAP processes right away until we're ready.  Will this "hurt" anything?  Would it be OK to add the privileges?
