Hello,

We've recently run across a strange issue when we try to manually adjust our merit budget pool. When we try to adjust the budget (say from 3% to 4%) we get the below error. We've used WFC for a long time, and have not seen this happen before. The only common factor I can see is that the managers we are using to adjust the budget do not have direct reports eligible in the cycle; the eligible employees are another level down in the heirarchy. They're still recognized as reporting to the top manager, and the total available salary is correct, but
