Line Manager can't deactivate development goal for his direct report.

Line Manager can't deactivate development goal for his direct report, is this how the system designed or it's a bug?

Line manager doesn't have an option to mark an existing active
development goal as inactive. Is this by design or can we give this option to
line manager so that they can mark an existing development goal of their direct
report as inactive?
