How to Re-Open Closed POs ?

We were closing the Purchasing module when we accidentally closed ALL the POs not only the closed ones
so some of the open POs were closed and the encumbrance associated with them was released too

when we tried to carry over the POs to the new year we didn't find anything (because we closed all the POs)
1. How to reopen the required POs in the same period where they belong to (not the new period)
2. How to return back the encumbrance amounts of each re-open POs
