GET_VALUE_SET does not return anything

when calculating payroll for one elemet need to collect amounts of another element in past

In the payroll fast formula, for one element, I have to get total amount of another element for the some past periods (max 2 years).

I have created Value set and calling it from another FF but result is 0. Where did I made mistake? I know that value set will return only one (first) value. BI report (Data Model) with same SQL works fine.
