Mass application of a payroll element to a position

Is there any way of attaching a payroll element to a position so that all post holders receive it?

We currently have a process in place where a manager can request that a market supplement is attached to a particular position (which could have a large number of employees attached to it).  Rather than entering them individually for each employee through ICD, is there any way of attaching the market supplement element to the position so that all post holders receive it?

For clarification we use the position level for job titles, the 'job' field has a different function for us.
