how to convert the binary output of the attachments that are got from REST API from Taleo

When we access the attachement of an employee record in Taleo Via REST API we get the out put in base 64 formate (this is when accessed via SOAP UI tool). when we docode the base64 file into binary and save it content in the respective file we get an empty file. Please can one tell the actual conversion formate.
