In reviewing the 20C release notes there is this item: Eligibility Date Changed In Workforce Compensation - The Start Workforce Compensation Cycle and Refresh Workforce Compensation Data batch processes now use the eligibility determination date in plan cycle setup for eligibility. Previously, the batch processes used the HR Data Extraction Date.

There are no more notes than this and I'm trying to understand full impact. How was the eligibility date used before this in the Start and Refresh processes? 

Will it work something like this:

If the eligibility date is 8/1/2020 and the HR extraction date is 2/1/2021 will it use the 8/1 date to determine what people to pull in (based on the eligibility criteria) but continue to pull their HR data through 2/1?
