GB Legislative fields still visible when not visible in Transaction Design Studio

I am trying to add the legislative fields for GB (Sexual Orientation and Gender Identity) to the candidate application form using the TDS rule Candidate Application Additional Information. 

I have made the attribute visible and I have made all GB values not visible apart from the 2 above. However when creating a requisition and applying all of the legislative fields are showing. 

Anyone else had this and how did you get around showing them all when TDS is set up another way.
