Offer Team Error when Moving to HR

Hiring manager on the Offer Team has terminated prior to candidate converting causing an error.

We're unable to move candidates to HR in a requisition where the hiring manager has been terminated prior to completion of the candidate's hiring process. When the Move to HR action is initiated an error message is returned : "You can't move this offer forward because the offer team must be updated. (IRC - 1590614" . We have position management in place. 

When attempting to Redraft the offer, an error message is generated just stating "Sorry, error occurred try again later." 

Is there no other way to move the candidates through without re-drafting every offer letter in the requisition? The candidate will still report to that Position Number and rolls up to the +1 manager while the position is vacant. It doesn't seem necessary to redraft the offer letter.
