Customer Billing Application in PAAS

Dear All,

We are going to build Billing extension (Billing through custom Page and interfaced to AR) to meet business requirement, we come across multiple options like 

1. Oracle Apex
2. Oracle JET  
3. Oracle VBCS.

What is the best recommended technology/tools? For building custom Applications, please treat this high priority.
