No Dropdown Values In Payment Type In Payment Methods

Hi - We are trying to enable access to Personal Payment Methods to Employees as a self service so that they can Add/Edit Payment methods. However Payment Type drop down values are showing blank when trying to create. Payment Method preferences are entered and also it is defaulted to Direct Deposit at Org Payment Methods.

Any pointers to troubleshoot this?
