In Manage User task, if I update resource role for a user, a new role is added to JTF_RS_ROLE_RELATIONS.

This is what happens -

If user A has resource role A1, then I update A1 to A2. I see A1 and A2 are both active in JTF_RS_ROLE_RELATIONS. 

What I expect to see is,

A1 is end dated, and A2 is added without end date.

I have seen this issue for many releases already and I am surprised I still see it on 20B. 

Anyone experience the same?
