Conditionally show a warning message based on Charge Account

Hi,

I have a requirement to display a warning message or disable Submit button in 'Create Requisition' page, based on a specific value for Charge Account segment. How can I observe the value of a Charge Account segment to be able to use in a condition? When I click Charge Account in Page Composer, Edit icon in Structure window is disabled.
