Cannot Delete Standard Rates

Summary

I added a new plan in our DEV environment and accidentally made rates effective the first day of the plan year instead of the first day of the enrollment period, so rates won't show up in enrollment.

The system will not allow me to modify the effective date of the rates or delete the rates. I had duplicated the rates for a second legal entity, so I get an error about not being able to delete a parent record and/or delete a child record. I also tried creating new rates with the correct effective dates, but it still recognizes the other rates and won't let me save. I tried inactivating/closing/removing criteria on the original rates but hit dead ends on everything. Now I have three sets of rates - none that are working.
