Create pay templates based on additional details such as location zone, career level and grade

Our compensation team is asking that we have a more granular approach to how we assign pay/salary to employees in various locations.

The intent is to delineate between different areas of the country as well as the "career level" assigned to a job (jobcode)

Below is an example of the dataset that they would like to reference in Oracle. (Zone = geographic logic)

Is there anything in Oracle that currently can accommodate, or a feature that is upcoming that will handle this?
